Summary
Next week will be very busy in the European Parliament as it is a committee week.
On Monday, the Committee on the Environment, Public Health and Food Safety (“ENVI”) will consider amendments on a proposal for a Regulation on the binding annual greenhouse gas emission reductions. The Regulation, dubbed the “Effort Sharing Regulation”, seeks to impose binding annual greenhouse gas emission targets for EU Member States during the period 2021–2030, to meet commitments under the Paris Agreement. It includes areas outside the scope of the Emissions Trading System (“ETS”), such as transport, buildings, agriculture or waste management. The proposal can be found here.
On Tuesday, the Committee of Inquiry into Emission Measurements in the Automotive Sector (“EMIS”) will vote on a report by Jens Gieseke (EPP, DE) and Gerben-Jan Gerbrandy (ALDE, NL) on the inconsistencies between emissions of diesel cars during test driving and real driving. The report also provides recommendations to both the Commission and EU Member States on best practices and developing the application of EU-wide standards. The draft report can be found here.
On the same day, the Committee on Economic and Monetary Affairs (“ECON”) and the Committee on Civil Liberties, Justice and Home Affairs (“LIBE”) will cast their votes on an amendment to a draft report on a proposal for a Directive on the prevention of the use of the financial system for the purposes of money laundering or terrorist financing. The modifications aim to close gaps and reinforce measures preventing the financing of terrorism, including hiding information related to companies’ true ownership and sharing this information across the bloc. On Wednesday, political groups in the plenary will deliberate and prepare for the European Council meeting, taking place on March 9-10. The topics to be debated among EU leaders during the summit include EU priority measures for growth, the Single Market strategy, including digital markets, and external and internal security.
On Thursday, the plenary session will vote on a report by Zdzisław Krasnodębski (ECR, PL), adopted by the Committee on Industry, Research and Energy (“ITRE”) on a proposal for a decision on information exchange mechanism with regard to intergovernmental agreements and non-binding instruments in the field of energy. The Committee recommended that the decision should guarantee the proper functioning of the internal energy market, as well as ensure the security of energy supply to the Union, in line with the Energy Union Strategy.
